This Issue Brief provides an examination of the international law, policy and governance framework underlying SDG 4 on Education from a law and policy implementation perspective, highlighting the key treaty obligations in this area, and the potential contributions of broader policy and governance instruments. It underlines the need to take a human-rights based approach to the achievement of SDG 4 on Education, in order to ensure equitable progress across all of society. It argues that education is not only a fundamental right, but it also forms the cornerstone of sustainable development, contributing to environmental law and policy, and that efforts to achieve the SDG 4 in this respect could be better coordinated across diverse institutions and actors, at national and international levels.
